A failure returns JSON-RPC error -32015 (CallbackEndpointError). Callbacks must use HTTPS, with private, local, and other non-public addresses and redirects blocked. Each request carries only 1 event of no more than 256 KiB (262,144 bytes), and responses with status 410 or 413 are not retried.

Once enabled for a project, the PSP policy applies to all API traffic in that project, including requests to models that do not otherwise require PSP. Using ZDR without PSP for eligible models requires a separate project. According to OpenAI, prompts and responses are selected through a safety classifier referral or an approved sampling policy, and a referral does not itself indicate a policy violation. Records are encrypted asynchronously and written to the customer’s regional cloud storage without blocking inference. OpenAI retains only an index containing operational metadata and a storage reference, not a copy of the content.
OpenAI says the hardware-attested Safety Review Runtime is designed to be the only workload capable of decrypting customer content. It conducts offline automated reviews in an environment that disables human access, using an approved reviewer prompt and output schema. Only predefined, bounded safety signals and approved operational metadata may leave the Runtime in plaintext. Detailed results are encrypted before leaving and stored in the customer’s cloud with the same expiration as the original record. The TTL is 30 days. Customers can connect AWS S3, Azure Blob Storage, or Google Cloud Storage. When EKM is enabled, decryption also requires customer-managed key authorization. Revoking that authorization prevents decryption but does not delete retained records or reverse completed processing.
